Oscor UnitKIMMONS SECURITY SERVICES, INC. (KSS, Inc.) conducts Electronic Technical Surveillance Countermeasure Sweeps (TSCM) throughout the United States and abroad. These sweeps are also known as Debugging Sweeps. KSS, Inc. technicians received their Basic and Advanced TSCM training from Jarvis International Intelligence Academy in Tulsa, OK and training on the OSCOR-5000E from a Supervisor with the Technical Unit of the Texas State Police, DPS. The Countermeasure Division of KSS, Inc. is supervised and coordinated by Jim Dunbar and Bruce Music. Both Jim and Bruce are retired Supervisors from the City of Houston Police Department with combined law enforcement experience of over 58 years.

The TSCM equipment presently used by KSS, Inc. is the OSCOR 5000-E, CPM-700, WVS-1000 Wireless Video Detector, Frequency Locators, Numerous Sound Sources, Riser Bond TDR Model 1270 and other related equipment, which is top of the line and very few companies in the private sector, utilize.

The sweeps include locating Radio Frequency Transmitters; Carrier Current Transmitters, Infrared Transmitters; Hardwired and Wireless video cameras. These tests will be conducted using REI's OSCOR 5000-E and the CPM-700 . All signals will be identified as being legitimate or as not being transmitted from the target area. Sound Sources will be placed in the target areas that will activate any voice actuated (VOX) transmitters and will provide a distinct signal/sound on the TSCM electronic equipment. All telephones and telephone lines will be tested for parallel, series and hook-switch bypass taps. Parallel taps are almost always transmitters or tape recorders while Series taps are usually transmitters only. These tests will be conducted using the Riser Bond Time Domain Reflectometer (TDR-Model 1270) Cable Fault Locator, OSCOR and the COM-700. Technicians searching for wireless video cameras will not only utilize the OSCOR but will also use the WVS-1000 Wireless Video Detector .

All attack scenarios have unique qualities. Everyone has enemies such as competitors, activists, disgruntled employees and customers, disloyal partners or employees. Most companies also have internal conflicts like unions vs. management. There is always the possibility that someone wants what information you may have or wants you out of the picture.

More truths are that: (1) All properly conducted sweeps are productive, (2) It is less expensive to protect and deflect than to defend and fix, (3) If you wait until the attack takes place to protect yourself, the “survival price tag” will high…and you may not even be successful, and (4) You need to detect pre-attack signs of intelligence gathering or eavesdropping BEFORE the attack. At this stage, security is both cheap and effective. Knowledge by the staff that their employer conducts regular unscheduled TSCM sweeps also possibly discourages bugs being installed, thus meetings and important negotiations can be protected. It is recommended that TSCM sweeps be conducted as a regular part of your security program on a monthly or quarterly schedule.
